Prerna Award

In order to help push up the age of marriage of girls and space the birth of children in the interest of health of young mothers and infants, JSK launched PRERNA, a Responsible Parenthood strategy in all districts of seven high focus states namely Bihar, Uttar Pradesh, Madhya Pradesh, Chhattisgarh, Jharkhand, Odisha and Rajasthan.

The strategy has been to identify the couple and award couples who have broken the stereotype of early marriage, early childbirth and repeated child birth and have helped change the mindsets of the community.

Prerna Scheme

In order to become eligible for award under the scheme, the girl should have been married on or after 19 years of age and given birth to the first child after at least 2 years of marriage. The couple will get an award of Rs.10,000/- if it is a Boy child or Rs.12,000/- if it is a Girl child. If birth of the second child takes place after at least 3 years of the birth of first child and either parent voluntarily accept permanent method of family planning within one year of the birth of the second child, the couple will get an additional award of Rs.5,000/- (Boy child) / Rs.7,000/- (Girl child). The amount of award will be given to the beneficiaries in their Adhar linked account through DBT. The scheme is meant only for BPL families.

Eligibility Conditions for Prerna Couple:

  1. Couple must belong to BPL.
  2. Year of marriage of women should not before year 2011.
  3. The woman should have been married on or after 19 years.
  4. First child birth occurs after at least 2 years of marriage.
  5. Second Child birth occurs after at least 3 years of the birth of 1stchild.
  6. Either parent voluntarily accepts permanent method of family planning within one year of the birth of the 2ndchild.

If above conditions (1-4) are fulfilled then the quantum of award would be:

  • Rs. 10,000/- if one boy child is born to the couple
  • Rs. 12,000/- if one girl child is born to the couple

If above conditions (1-6) are fulfilled then the quantum of award would be:

  • Rs. 15,000/- if two boy child is born to the couple
  • Rs. 17,000/- if one girl and one boy child is born to the couple
  • Rs. 19,000/- if two girl child born to the couple

Documents Required for Claim:

  1. BPL card
  2. Marriage Certificate of the couple (Registrar of marriages/appropriate govt. officer/delegated authorities)
  3. Mother‟s birth certificate (School/Board/Registrar of birth/death/Adhar Card)
  4. Birth Certificate of 1st child (Registrar of births/death)
  5. Birth Certificate of 2nd child, if any. (Registrar of births/death)
  6. Sterilization Certificate (NSV/LTT), if any, ( Govt. Hospital)
  7. Adhar, if available

Role of NGOs/CBOs/other institutions:

  • Any reputed NGO/CBO/other institutions with minimum 3 years experience can apply at SHS/DM/CM&HO office for coordination of Prerna couple in the respective State/district.
  • SHS/DM/CM&HO is authorised to recommend reputed NGOs/CBOs/other institutions for coordination of Prerna Couples in their State/district.
  • Authorised NGOs/CBOs/other institutions can coordinate/identify Prerna Couple from the field and submit their application from and supporting certificates to the CM&HO office.
  • The authorised NGOs/CBOs/other institutions will get an incentive of Rs.500/- per eligible couple for helping to identify the couple.
  • For this purpose name of NGO/CBO/other institutions alongwith A/c details will be communicated by SHS/DM/CM&HO while forwarding the application.

Procedure for Submission of Prerna Application:

  • The applicant will fill-up the application form of Prerna for award at Annexure „A‟.
  • The applicant must attach all required documents with application form.
  • The filled in application along with documents must be submitted to Office of CM&HO by applicant or NGO/CBO/other institution.
  • CM&HO will verify all the credentials of each application and recommended for Prerna award.
  • The Prerna applications with documents must be sent to JSK.
  • The CM&HO/his team/representative will verify that 10% of the cases have physically verified.
  • In case of NGO/CBO/other institution is involved in selection/identification of Prerna couple, CM&HO will communicate the same to JSK.
  • Copy of format of forwarding letter is at Annex „B‟ for sending the cases to JSK.
  • If any couple has already availed benefits under Prerna for 1st child, they may apply for 2nd child benefit, If birth of 2ndchild takes place after at least 3 years birth of 1stchild and either parent voluntarily accept permanent method of family planning within one year of the birth of the second child.

Fund Transfers and Payment Mechanism:

  • The funds will be released after approval of the competent authority of JSK.
  • The amount of award will be transferred in the dedicated bank account “JSK-PRERNA” in respective State Health Society/District Health Society electronically.
  • Payments of award are made to only beneficiary in their Adhar linked account through DBT by concerned District Health Society.
  • If the payment of award through Adhar Payment Bridge is not possible for some reason, it may be done either directly in their bank accounts utilizing Core Banking Solution (CBS) facility through PFMS or account payee cheque. (To be ensured that all the payments to the beneficiaries are not made in cash or through a bearer cheque).

Certificate of Prerna Couple:

  • The certificate ceremony should be organized within a month after receiving of award amount.
  • The responsible parenthood certificate will be given on the day of award ceremony in wide media coverage.
  • A sum of Rs.200/-per awardee couple will be given to district for organising certificates ceremony and other administrative expenses.
  • Chief Guest may be prominent personality like Hon‟ble Minister/MP/MLA or District Collector.

IEC of the Scheme:

  • IEC of the scheme will be jointly covered up by JSK and States.
  • Detail information about the scheme can be sought from @1800-11-6555 (Toll Free), free of cost from 9am to 11pm, everyday, (except national holidays).

Utilization Certificate:

  • The utilization certificate has to be furnished within one month after distribution of funds.
  • District will submit utilization certificate in the Govt. prescribed format GFR 19A along with details.

Partner:
 PSUs/Private organizations are invited to voluntarily fund the JSK for scheme under CSR activities for supporting population stabilization.
