The progress made by Kerala, Tamil Nadu, Andhra Pradesh is striking.
A comparison of how Infant Mortality Rate was reduced by these states bears observation.

The growth rates of Uttar Pradesh, Haryana, Rajasthan and Bihar are a cause of concern.

There is therefore an urgent need to promote contraception and to respond to people's needs in this area 
through building awareness and providing services.
