RESOLUTION
New Delhi, the 14th June, 2005

N.23011/116/2004-Ply (NCP) - The Jansankhya
Sthirata Kosh (JSK) has been set up as an
autonomous body in the Ministry of Health
and Family Welfare, duly registered as a
Society under the Societies Registration
Act, 1860. The Government has decided to
reconstitute and to expand the membership of
the JSK. The Governing Board of Janasankhya
Sthirata Kosh approved the same in its
meeting held on 22nd March, 2005.
Accordingly, the General Body and the
Governing Board of the Janasankhya Sthirata
Kosh are restructured as under with
immediate effect :-

*The membership of the General Body of the
Jansankhya Sthirata Kosh (JSK) is open to
State Governments, local self-government
institutions, Demographers, and Specialists
in the field of population stabilization and
its allied sectors, NGOs active in the field
of population stabilization and its allied
sectors or associated with the Family
Welfare and Health Sectors under the
Ministry of Health and Family Welfare,
Medical and Paramedical Associations,
Representatives from the Associations of
Industry and Trade, General Citizens,
Institutions etc. on such modalities and
terms as may be finalized by the General
Body. The Central Government would assist
the JSK for the first three years in its
drive for membership
Governing Board
The Governing Board of the JSK will
consist of not more than fifteen members
including the Chairperson and
Member-Secretary. Ten members of the
Governing Board of JSK will be elected by
the members of the General Body of JSK for a
period of two years from amongst the members
of the General Body. None of them will be
eligible for such election for more than two
consecutive terms. Until the fresh members
of the Governing Board are elected, the
existing members of the Governing Board
shall continue to hold office. Accordingly,
the Governing Board of JSK would be as

The Government would be
associated with JSK only to the extent
necessary, to ensure the following:
- To
stimulate and create a proper management
structure from within Civil Society, to
which JSK can be ultimately handed over;
- To play
the role of a partner in the initial
years, to aid and assist the management
structure of the Civil Society, to
strengthen and rollout the JSK, and
spread its activities far and wide in a
time-bound manner;
- To remain
present in the JSK with the residual
role of a watchdog to prevent misuse of
the Fund, and to prevent monopoly of any
limited segment of the Civil Society in
the management structure of the JSK; and
- To act,
when needed, as an umpire among the
contending group of Civil Society which
are expected to participate in the
management structure of the JSK.
Suitable
modifications in the Memorandum of
Association and Rules and Regulations will
be made as and when necessary. A copy of the
revised Memorandum of Association and Rules
and Regulations will be filed with Registrar
of Societies, Government of NCT Delhi and to
all members of the Kosh.
