The Governing
Board of JSK is chaired by the Secretary
Health of the Government of India along with
the Secretaries of the Departments of School
Education & Literacy, Women and Child
Development under the Ministry of Human
Resources Development and the Planning
Commission.
Elected
Members
According to
the Memorandum of Association, ten members
from the General Body are to be elected on
the Governing Board so that there are ten
non-government members besides the four
government members and the Executive
Director of JSK. The election has to be from
among the following groups:

Demographers,
and Specialists in the field of
population stabilisation and its allied
sectors,
-
NGOs
(active in the field of population
stabilisation,
-
Medical
and Paramedical Associations,
-
Representatives
from the Associations of Industry and
Trade.
The
modalities and terms have to be finalised by
the General Body.
The Central
Government would assist the JSK for the
first three years in its drive for
membership.
The Executive
Director is the Chief Executive Officer of
the Kosh.
Once fully
established, the Jansankhya Sthirata Kosh is
expected to run as a civil society initiative and the Government would be
associated with JSK only to the extent
necessary, to ensure the following :
- To
stimulate and create a proper management
structure from within Civil Society, to
which JSK can be ultimately handed over;
- To play
the role of a partner in the initial
years, to aid and assist the management
structure of the Civil Society, to
strengthen and rollout the JSK, and
spread its activities, far and wide in a
time-bound manner;
- To remain
present in the JSK with the residual
role of a watchdog to prevent misuse of
the Fund, and to prevent monopoly of any
limited segment of the civil society in
the management structure of the JSK; and
- To act,
when needed, as an umpire among the
contending groups of Civil Society which
are expected to participate in the
management structure of the JSK.
